Documents to upload in your application

Depending on the education you have, you need to upload different documents in the application. You will find more information about exactly which ones in the web application. The documents must be scanned original documents in pdf format (if you have them in jpg format, for example, you need to convert them to pdf).

Some common documents

A degree certificate or diploma that shows the qualification awarded. Please enclose both the front side and the reverse side of the diploma in the original language.

Your personal transcript (a list of the courses that were included in your degree/qualification) in the original language. Also enclose your Diploma Supplement if you have one.

If you have documents issued in a language other than English, French, Spanish, German or a Nordic language, they must be translated. The translation must be done by an authorised translator to Swedish or one of the above languages.

Find a translator via Kammarkollegiet

If you are registered with Arbetsförmedlingen, The Swedish Public Employment Service, it is possible to have documents translated for free.

For some countries, we request documentation in addition to what we generally require. This can vary depending on what education level you have. Find out what applies by reading the information for your country of study (see country-specific documents).

If the name or family name on your education documents is different than the name you currently have, you need to submit documentation of your name change. Examples of accepted documents are identity cards, marriage certificates or other official documentation that indicates both names. Order a population register certificate from the Swedish Tax Agency.

We'll contact you by email if you need to submit additional documentation. You can then upload any missing document directly to your application

Uploading is the fastest and easiest way to get your documents to us, but you're also welcome to send copies using the postal service. Send them to:

The Swedish Council for Higher Education
Box 4030
SE-171 04 Solna

Write your case number on all your documents. You can find it in the attached letter to the confirmation email you received after submitting your application. Your documents don't require attestation. We won't begin processing your application until all of your documents have arrived. Be sure to submit everything required as soon as possible.

If you already have a recognition statement from us you only need to submit a new application if, since then, you've completed a new foreign degree.

To ensure quality, we sometimes ask to see your original documents. Therefore, you should be prepared to submit original documents if asked to do so. If we suspect your documents have been forged, an investigation will be started that can lead to a police report.

Country-specific documents

For some countries, we often request documentation in addition to what we generally require. This can vary depending on what education level you have.

  • For many West African countries (for example Nigeria and Ghana), you’ll need a scratch card for upper-secondary education for online verification of your degree. Contact WAEC or NECO in your country of study to request a scratch card.
  • Sometimes, we can request that you submit an official transcript from countries other than the ones listed here. If this is the case, we’ll contact you with specific information.

Letter of permission

Letter of permission for confirmation of credentials for evaluation of foreign higher education (pdf)

UHR is not currently contacting Afghanistan to confirm the authenticity of education documents. This means that you can still submit an application for recognition but we may not be able to provide you with an assessment. If you are submitting an application, you must attach scanned color copies of your educational documents.

It’s impossible for us to say in advance which qualifications we can assess, but you can use our Qualifications Assessment Tool to download a document that describes your previous education.

Using the Qualifications Assessment Tool, you can get a direct response to what your qualifications compare to in the Swedish education system. You can use this assessment, together with your education documents, when applying for a job. You can find UHR’s assessment tool at uhr.se/en/qualifications-assessment-tool/

No documents from your foreign education?

If you’ve completed your education programme with a degree but are missing documentation of this (education document such as transcript and diploma), UHR may still be able to assess your qualification. You need to submit other documents and information to us. This applies to post-secondary foreign qualifications.

This evaluation of foreign qualifications is an alternative for you if you are missing the education documents that UHR usually needs in order to process your application.

We can assess your education even if you don’t have complete documentation if:

  • You have a completed post-secondary education from a country other than Sweden at a recognised higher education institution/education provider.
  • You cannot obtain your formal education documents, such as a degree certificate and transcript.
  • You have good reasons for why you can’t obtain your education documents. This could be for example because you’re a refugee or that you completed your education in a country at war.
  • You’re prepared to put a lot of time into describing your education in a detailed manner based on the form and other documentation, according to instructions.

Please note that if your application is incomplete, or if the information you provide doesn’t match the knowledge we have, your case can be closed without you receiving a description of your qualification.

  1. Complete the form "Background Paper - Description of foreign qualifications" (PDF). If you're not familiar with certain terms or expressions, we appreciate if you describe things in your own words.
  2. Be sure to complete the entire form and save it to your computer.
  3. Go to the Application for foreign qualification assessment and create an application.
  4. On the application, fill in your personal data and information about your qualification. You can also upload your required documents.
  5. Upload the following documents:
    - passport or other document with your personal data
    - education documents (if you have them)
    - the form for a background paper that you completed (step 1)
    - other supporting documents that are required instead of education documents, for example: certificate from studies and/or work experience; photographs; academic papers/degree projects; membership cards from student organisations; or other documents that show you've studied.
  1. Complete the form "Background Paper - Description of foreign qualifications" (PDF). If you're not familiar with certain terms or expressions, it’s fine if you describe things in your own words.
  2. Be sure to complete the entire form and save it to your computer.
  3. If you've received an email from us requesting that you complete your application, you can log in to the e-service Application for foreign qualification and go to 'My pages'. You'll find a button with the text 'submit documents' where you can upload what's been requested.
  4. If you haven't received an email from us, you can always submit your documents by email to utbildningsbedomning@uhr.se

The assessment can lead to a recognition statement for your qualification or a description of your qualification. This depends on what documents and information you provide in your application, as well as UHR’s knowledge and reference material on education from the country where you studied.

  • With a recognition statement of a foreign qualification, we’ve assessed at least one official education document and recognised your degree with information on what it is comparable to in Sweden.
  • With a background paper, we haven’t been able to review all official education documents, but we can describe your qualification from the information we do have. A description of your qualification contains information on what Swedish qualification your education is comparable to.

Here is an example of a recognition statement and description of a foreign qualification (in Swedish, pdf)

You can use a recognition statement and a background paper as a basis for applying for a job, continuing your education or before a possible validation of your skills.
